The past year staged many developments in technology, media and telecommunications (TMT) in Turkey. Long-awaited personal data protection law was enacted and new regulations were adopted for the rapidly growing e-commerce market. In addition to those developments, a significant progress has been achieved through a transition to a new generation mobile communication technology, named as 4.5G. This transition has not only accelerated the data transmission speed but also increased the consolidation in the telecommunications market. In addition to these developments, positive signals have emerged in digital TV broadcasting market and in electronic payments sector.

However, in two central areas – which have potential impacts on the development of competition in telecommunications – only a partial progress has been achieved. While new regulatory tools for the prevention of margin-squeeze have gained functionality, no significant move has been witnessed in mobile virtual network operators.
